Can I use plastic box extenders for metal boxes. The GC would be attached to the device.

Why not? The ground as you say is connected and the screw helps hold firm as well... plus, if you use the one brand, it insulated the switches from each other or the wider outlets from each other, so you don’t have to wrap tape around them...

You cannot use metal box extenders with a plastic box unless you bond the extender. In your case it is not an issue.

Your going to attach the general contractor to the device? I'll bet a lot of folks would like to do that!
Somehow I think you meant the EGC. As mentioned, I think it would be compliant, but the inverse of a plastic box with a metal extension would not.
