The rules in Chapters 1 through 4 apply to the Chapter 7 Articles, unless the Chaper 7 Article says they don't. I don't see anything in Article 760 that says 314.16 does not apply.

I believe it may just be the opposite, at least for 760:

760.3 Other Articles. Circuits and equipment shall comply
with 760.3(A) through (G). Only those sections of Article
300 referenced in this article shall apply to fire alarm
systems.


This seems to say that I do not have to comply with Chapters 1-4, only Article 300 if it is referenced.

I cannot find 314.16 in 760.

What am I missing.:-?

I only read 760.3 as limiting the application of Article 300...not any of the other articles in Chapters 1 through 4.

Yes, it is my opinion, now (in the past I held the position that you are stating), that most of the Chapter 1-4 rules apply to Articles 725 and 760. I tried to get this clarified without success, but it appears that the intent is that the rules in Chapters 1-4 generally apply.

Substantiation: It appears that the intent of 725.3 is to exempt the installations
made under this Article from most of the rules in Chapters 1 through 4,
however the current wording does not specifically do that. The additional
wording will make it clear that only the articles and sections listed or
referenced in Article 725 apply to Article 725 installations.

Panel Statement: 90.3 provides the clarification requested in the proposal.

Recommendation: Proposal should be accepted.
Substantiation: 90.3 says that the rules in Chapters 1 through 4 apply to the
Chapter 7 Articles except as amended by the Chapter 7 rules. If it is the panels
intent to limit the application of the rules in Chapter 1 though 4 for Article
725 installations it must say so directly. Just putting a statement that says
“Circuits and equipment shall comply with the articles or sections listed in
725.3(A) through (G).” does not accomplish the objective. The first part of the
rule should be worded like the second part that says “Only those sections of
Article 300 referenced in this article shall apply to Class 1, Class 2, and Class
3 circuits.” The code wording is not consistent and is not clear what the actual
intent of the first part of the rule is.

STENE, S.: Acceptance of the suggested text would exclude compliance
with any other part of the NEC. The intent of 725.3 is to bring attention to very
specific sections of the NEC that are especially applicable but not to exclude
other requirements.

I am getting a bad feeling about this:

90.3 Code Arrangement. This Code is divided into the
introduction and nine chapters, as shown in Figure 90.3.
Chapters 1, 2, 3, and 4 apply generally; Chapters 5, 6, and 7
apply to special occupancies, special equipment, or other special
conditions. These latter chapters supplement or modify the
general rules. Chapters 1 through 4 apply except as amended
by Chapters 5, 6, and 7 for the particular conditions.
