how come field straps count as a deduction for box fill but wire nuts do not

At first I was thinking about the internal cable clamps, but the word "field" in the question has me confused.

I believe he means internal clamps. I too have wondered why they are counted, but wire nuts are not.

The methods of determining box fill are far from perfect, but seem to work most of the time.

I can find situations where allowed fill is exceeded yet there is a lot of room in the box,as well as some situations that are within the rules yet it is difficult to tuck conductors/devices into the box.
