Table 314.16A List a type FS- multiple or single cover/ gang what are these type of covers ? Are they "RS" covers?

FS and FD boxes are the diecast weatherproof boxes with hubs in them. They can be a variety of metals, and even plastic, and are generally surface mounted

To be clear, the Table 314.16(A) language "cover/gang" means the box and the cover, IMO.

As Al has stated type FE and FD are wet location boxes that contain threaded hubs and are usually made of die cast aluminum or malleable iron.

Type FS-Shallow
Type FD-Deep

The first listing in 314.16(A) would be for single gang FS and Fd boxes, the second listing would be for two gang FS and Fd boxes.
