What if the demand load exceeds the normal circuit ampacity but not what is physically connected? Example: Existing store with 5 - 8' sections of track with 4 - 14w compact fluorescents on each section. Demand would be 150va per 2' of track totaling 3000va, however, physically connected would be 280va. The demand can't be indicated on the load calculation because it exceeds circuit ampacity. Is this correct?
 
You will calculate the loads based on the connected loads. Sizing conductors will be dependent on your calculated load. You will size your service depending on the total connected load plus whatever margin for future loads you will be considering. Using the area method could be your guide there. Please don't make simple things complicated.
