Yes I have one of "those types" of costumers. He was asking if anyone makes a panel that you can monitor the use or each individual branch circuit, and record peak use and duration of use ? And this is a house.
Seems to me you would look at the monthly bill and then just yell at the kids to turn out the lights.:D But none the less if they have the money I figure anything is available.
Has anyone seen such a panel?

in a resi i would look at smart homes stuff. lots of gizmos. i work mostly commercial and i use building automation software and sensors.

ADM Micro in Roanoke Va makes a system capable of this, they are a commercial energy management company. They use multiple ct's on the loads. You did not say "money is no object" though.

I was being a wise *ss because in the past when a customer sends me on a wild goose chase looking for something rediculous like that - in the end I spend a few hours or more looking for the product and writing up a proposal only for them to say - oh thats too expensive.
Wasting my time basically

I would tell them - you find the product and I'll give you a price to install it. Or charge them a design/build Fee upfront.

I think that about nails it. I don't want to spend a whole lot of time figuring out how to do some thing that the costumer won't want to pay for. I did Goggle it and saw some interesting items that I will bring up to them but I can see and easy 5k to do something like this.

There are lots of options. A few years ago we used a Quad-Logic system to monitor individual branch circuits in a testing lab. Each branch circuit had a donut type CT that went back to a monitoring panel.

We have installed PDU's with this option built in and have installed after market ones as well. ALLOW plenty of time for installing the after market style.

Well I did a Goggle search and found out a lot of information, all most all the company's out there use the same parts ( the one with the 42 torrid coils ) and also like I thought, when I told the HO that they are about 2k per panel just for parts, and you have 3 panels, he quickly dismissed the idea.

I also looked at the last link from the DIY site, and that guy should not be allowed to even plug something into a receptacle, what a hack job.
