Branch Circuit run on Overhead with Temperory Power pole

Hi,

How are you? I hope you can help me clarify the requirement from NEC if there is any.

The job site is in California. Currently, the owner is building a two-story unit at the back of the property. Back side is an alley for parking access. The "main" structure in the front is a triplex with 3 meters.
The power line (Service Feed) is from the back to this triplex. Because the new structure is at the back and it is 2-story tall, it will block the existing overhead Service Feed to the triplex in the front.

The final plan is to install a 400-amp panel with 5 meters at the back. The overhead Service Feed will be connect at the back, and then install an underground line with PVC conduit, to feed the front.

The issue here is What do we in the mean time (temperory). The existing Service Feed need to move to one side of a 200 amp temperoary pol/box, away from the building foot print, so the general contractor/framer can build the new unit. After moving the SF to the temp. pole, How do I reconnect the power back to the main unit? Can I run a new overhead wire from this temp power pole back to the old weatherhead location? Or I need to DO it underground even if it is temperory?
Well, obivously, this new line will be a branch circuit from this temp. power panel, meaning I will run it AFTER the meter.

I guess, there are a few issues that I am not sure. Given this case scenrio, there are a few questions.
1.) Can a branch circuit run on overhead, WITH the same pole of the service Feed? So, there will be 2 different weatherhead on the same pole, but will be on different drection.
2.) If so, what is the minimum distance from this Service Feed wire to this branch circuit wires feed ? yes... We will use outdoor rated SER wiresl
3.) Can I use PVC conduit on this temp branch circuit? Will it be strong strong enough to support the "pull-strength" from the wires?
