If a 3 wire type TC cable is run to a sample shack at a pipeline pumping station and the owner wants to utilize one phase and the neutral for 120 volt 2 amps and the other phase plus the first phase for 240 volt 15 amps and then feed them from a 2 pole 20 amp CB is there a code violation here or is it a tap?

I moved this thread to the NEC forum for better responses. Even if the installation is in a Classified location, it won't change the answer.

IMO, a 2-pole breaker is must. You didn't state conductor size, so cannot say whether a tap or not. Shouldn't be if #12 copper or greater.

Sounds like 17A on one of the ungrounded conductors. One or both loads must be noncontinuous.
