If an compressor nameplate is between 30 and 37 amps Can I use size 10 awg wire? Do I need a 40 amp breaker? What is the cutoff amperage for the 10 wire and breaker in this application?

Article 430 will have your answers but you need to be more specific as in what type of OCPD? Can you give any more info about the type of motor like service factor, etc?

NEC 440.32
For a single motor the ampacity of the wirers shall be not less than 125% of the rated load .
The OCPD for A/C does not have to be larger than the label on the unit.
Need # 8 AWG copper (table 310.16 at 75 degree)and 40 amp OCPD

Is this an air compressor or a compressor that is part of an air conditioning system?

For an air compressor Article 430 would apply and if it is an A/C unit Article 440 would apply.
