Is there any regulation (i.e., NEC, OSHA, etc.) that would prohibit locking electric panels in a nursing home to protect residents with cognitive disabilities?
 
I agree. A panelboard is not intended to serve the function of "emergency shutoff." The breaker is there to protect the conductors from overcurrent and to permit the circuit to be turned off during maintenance.
 
Was this building somehow reworked into a nursing home? I don't think I've ever been in one that didn't have the panels in a locked room of some sort.
