Breaker buses with shortened horizontal tabs?

I'm trying to add a 30amp circuit breaker and thought i had an available slot below the main switch. The horizontal tabs are not nearly long enough to make contact with my double pole circuit breaker. Why would the panel have breaker buses with connector tabs so short? Doesn't look like they are fried or broken. Not sure what to do here, please help.
