breaker height

NEC 404.8A 6'7" breaker height as a switch. The main breaker in a panel, whats the maximum height for mounting?? Will not be switched on or off unless trips or panel needs to have the power turned off!!

240.24 provides the same requirement for overcurrent devices in general.

If someone wanted to use it as a switch (ie. to turn the power off), would that not make it a CB used as a switch?

In my experience and interpretation there are no exceptions to the rule except as listed in 404.8 (A) Exceptions 1, 2, & 3. The point being, that if you need to use it, it is readily accessible.
