Is there any information or code driven about using a breaker locking device to keep someone inadvertently turning off the circuit to emergency lights (lunch box) type? I am not talking about a lock out device for safety reason but a device to keep the circuit on. Same as a fire alarm circuit but a circuit to mutable battery backup units.

NEC does not prohibit devices to keep breakers from being turned off. I didn't use the term locked on. Circuit breakers have been designed to be trip free for many years locking the handle will not keep it from tripping but will prevent inadvertant operation.

Yes I totally agree but I would like to install breaker lock on devices on our emergency lighting circuits to keep them from being turned off inadvertently. Is this any code violation or requirement?

Unit equipment is required to be connected to the circuit powering the normal lighting to the space. It sounds like you have a Code violation.
