Breaker Lockout For Fixed Electric Vehicle Charger?

Hello,

Does Article 625.44(C) allow one not to use a receptacle but instead a breaker lockout device out of sight of the charger if the charger is installed and is designed to be 'not moved' such as in 'fixed equipment'?

The electrical panel is in the room on the other side of the wall where the charger is located. This is a residence so the homeowner will have readily access to the electrical panel where the lockable breaker is. I would like to think that the AHJ would be okay with this setup.

I just spoke with the inspector and he has approved my proposal. He says it is a common set up around here.
