Breaker locks are acceptable for LOTO if LO device remains in place without lock installed. It would typically be a accessory from mfgr

The only EVSE-specific requirement for a disconnect is in 625.43 and it’s only for equipment rated over 60A.
In your case, the requirement should be no different than any other external branch circuit.
