breaker name doesnt match panel name

The NEC says that if the panel manufacturer only lists their own specific brands for use in it you have to follow that instruction.
But at the same time UL "classifies" breakers for use in other brand panels based on their testing.
It all comes down to what your AHJ will accept.

the panel manufacturer cannot "list" anything. Only an NRTL can list them.
OK, that was "list" as in includes in a written list, not as in NRTL listed.
Look at the label on most panels and you will see a "list" of allowed breakers.

That is not a limitation on what breakers can be used in that panel though.

Only UL can determine what breakers can be used in a particular panel.
 
Is there a section in the code book that says you have to use the same name breaker as the panel?

No.

110.3 Examination, Identification, Installation, and Use
of Equipment.
(B) Installation and Use. Listed or labeled equipment
shall be installed and used in accordance with any instructions
included in the listing or labeling.
