I don't know what you are asking about because the rules that cover your question are found in 110.26 in the code book.

I agree with Don, the rules are all there in that 110.26 thing. However think of the area around a panel for two issues:
1. Ability to access the panel with additional conduits or cables
2. Safe working space

For item its basically a large refrigerator set in front of the panel

Mike Holts Understanding the NEC has very good illustrations on 110.26

You need 36 inches in front, and a total of 30 inches side-to-side. The 30 inches includes the width of the panel itself. So if the panel is 24 inches wide, you need 3 more inches on each side, to get the total of 30 inches. I won?t tell you where I found these numbers.

Charlie: With the 24" wide panelboard in your example, would it not be compliant to have 0" on one side and 6" on the other? I believe it would be, but I've been wrong before!

Ryan,
I second that emotion :)

If you can put that refrigerator box in the space, you can put a panel the space, but I'm guessing Charlie B wanted to leave something for the OP to look up in 110.26 :)

Perhaps you have noticed, that us moderators will answer a question with the appropiate code section, with the assumption being the person asking has a code book. Sometimes we don't, its it the truck or at work, and thats OK, it happens to me once in awhile...
