On a 100 amp breaker yes.

I assume this is a 20 amp breaker you are referring to? The answer is yes, you can put up to 20 amps of non continuous load on a 20 amp breaker.

I agree an OCP can be loaded to 100% if the load is non-continuous. Commercial lighting without some sort of occupancy control is almost always a continuous load.
