Breaker sizing at -20%

I usualy size my breakers at 125% less than labled or minus 20%. ie. a 20 amp breaker is good for 16a, a 30a breaker is good for 24a. So when I have a 120V, 20a c/b the most I could put on there is a load of 1920 watts. Of course the better practice is to stay around 1200 watts to provide for possible future added load to this circuit. Basically is the breaker deregulated? I learned this a long time ago but can't remember where or how I've learned it. I've been doing this for years and lately someone asked me to show them in the code where this is found. I at a loss because I can't find it in the code except for continuous or lighting load. Does this apply to all maximum breaker sizing. I do realize that when given a mocp than that is acceptable for breaker sizing as well. But I'm talking about a added load of outlets or lighting or motor loads with only the fla is known.

A 20 amp breaker can supply 20 amps, a 30 amp breaker can supply 30 amps, a 40 amp etc.... 179 min's and 59 sec's is the key.
