So they are modifying existing circuits in existing panel and changing out 20A breakers to 15A. Would it make more sense to leave in the 20A and if not why?

If the wiring is #12, I don't see a reason to change to 15A breakers.

Why? because it's rated for 25A @ 75 degrees

The VAV's might have a maximum OCPD size of 15 amps. You should check the cut on the VAV's.

Breaker Question
So you see the existing panel and then modified based on new circuits. Some circuits had a 20A breaker previously and now say 15A. Would you change the breaker to 15A or could you leave the 20A? This is a change to work we have so they will scrutinize.
