I know you can use 2 single pole breakers with a breaker tie for a multi-wire branch circuit, but can they be used for a 240 volt single phase load or do you have to use a 2 pole breaker?

You can use two single pole breakers and a handle tie. 240.15(B)(2).

I think there are only 5 places in the NEC that require a common trip and all 5 deal with 3-phase loads.

three in 450.5
one in 490.72(B)
and one in 647.4(A)

if we were not allowed to use handle ties then we would have a problem with using fuses.
