Breaker ties and fillers

I'm extending short 2 wire cable runs to service panel with 3 wire cables junctioned in sight of main panel. Does this still require me to use breaker ties or a double pole breaker with these circuits? Also, is there a problem or violation to leaving in breakers not being used and marking them spares, or do i have to remove them and install fillers for inspection? Please refer me the code.

It's very common to leave spares in a panel. Many commercial panels are ordered preloaded full of CB's.

Since you've created a MWBC you would need a handle tie or common trip CB. {210.4(B)}

Thanks for reply; My other question is: Will a trip condition of one phase of a two pole breaker trip both poles, or hinder tripping the phase in question, and would a breaker tie just allow tripping of the one circuit to be a safer condition?

In a 2 pole CB a fault in either pole will trip the entire circuit since they're internally connected. A handle tie may or may not trip both poles if there's a fault in one pole. You really cannot hinder the tripping. Even a CB with the handle locked on will trip internally.
