breakers for basement

Correct me if I am wrong, all basement circuit breakers need to be AFCI / GFCI duel function.

Does this also apply to the bath outlet does it need to be AFCI?

Receptacle outlets in basements need GFCI protection. Luminaires don't. Most receptacle outlets need AFCI protection, as well as the luminaires.
As stated above, the bathroom does not require AFCI protection.
How you protect them is up to you.

Also depends on how the basement is finished out. If it is unfinished, all you need is GFCI. If it is finished, you might only need AFCI. Of course, certain areas might require both, such as a kitchen.
 
The 2020 NEC requires GFCI protection for receptacle outlets in finished basements.
Colorado adopted the 2020 code August 2020.

curious. how does one differentiate between, say a "den" with wet bar below grade, and a "finished" basement. When does an area become "habitable living space" such as the main floor of a residence thus not requiring GFCI vs a "finsihed basement" requiring GFCI ?

Proximity to grade level, I would imagine
