Also the electrician who scored these feeders dig into the conductor pretty significantly, how much of an issue is this in your best opinions

Among other things, if a connection is subject to vibration and/or strain, then even small nicks in a single strand can cause that strand to fail completely. At that point the reduced strand count and therefore ampacity could add additional heating at the termination point.
Whether the situation shown constitutes a safety hazard is arguable either way and may depend on additional information not shown or described.
But to me it seems to be bad workmanship which might rise to the level of an inspection failure.
 
Does PVC conduit require a bushing?

Yes.
