Kind of thick here;
I'm installing a breaker for a welder. 230v 30a. I'm not sure if this requires a GFCI breaker or can I just use a standard breaker.
I don't want tripping problems some have had.

Run a 4 wire circuit just in case other welders require it. Most all old school welders are 3 wire. My tig is a 4 wire.
 
The location drives the receptacle GFCI requirements, not what is plugged in to it. GFCI voltage and current requirements have been expanded so a 208 or 240 volt circuit up to 50 amps could have a GFCI requirement.

So going to depend on what code book rules you are under, commercial vs dwelling, and where it is (e.g. outside receptacle, in a damp area, near a sink, maybe a grade level building with a concrete floor). May be some inspector judgement involved.

See NEC 210.8 for the year adopted in your area. This has changed a lot between 2017, 2020, 2023, and perhaps 2026.
 
Right now NM has adopted 2017 NEC. I didn't want to spend the bucks for a GFCI as I'm not sure how important
one would be in this install.
