Breaking a neutral conductor to open a lighting circuit

I was installing a phillips bodine B-100 fluorescent emergency ballast. The manufacturer instructions show the SP test switch breaking the common(neutral) conductor to test the battery .I know this product has a U.L. listing but does the NEC permit using a grounded conductor in this way?
 
Since the test switch is part of the listed assembly it is not under the NEC.
