Breaking grounded neutral

I could have sworn that NEC and UL508A both state that you cannot break a grounded neutral conductor but can't find where for the life of me to defend this. Anyone know where this would be in each NEC and UL508A codes? This would be pertaining to a 120VAC control circuit on the load side of a control transformer.
 
Look at 404.2(B)Ex.

404.2
(B) Grounded Conductors. Switches or circuit breakers shall not disconnect the grounded conductor of a circuit.
Exception: A switch or circuit breaker shall be permitted to disconnect a grounded circuit conductor where all circuit conductors are disconnected simultaneously, or where the device is arranged so that the grounded conductor cannot be disconnected until all the ungrounded conductors
of the circuit have been disconnected.
