I cannot find a code on this, and electrically I do not know the right way to handle this; doing a remodel on a old house with a Bryant panel, they have three split breakers with three old 12-3 romax (no ground) coming off of the split breaker (Edison circuit); does it matter that both feeds derive from the same split breaker, no way to install two poll breaker for Edison circuit, no room

Yeah it does. If both circuits of a 3 wire cable are on the same phase (as is normally the case when supplied by a tandem breaker), the common neutral can be overloaded. The solution is simple without changing breakers. Simply re-arrange the 12/3s by moving the hots to other side by side breakers as necessary so that the hots of each 12/3 are on separate phases. You can use the tandems as necessary to supply the circuits you moved.

Another problem here is that current code requires mulit-wire (Edison) circuits to be protected with handle-tied breakers. You may want to look at Eaton's BR quad breakers.

Note: Both halves of tandem breakers are on the same phase.

Put the blacks on one phase and the reds on the other phase.
