buck-boost trans.

My customer has a 3-phase 208 volt A/C equipment panel (no neutral). The voltage to the panel is 197 volts & I want to boost it to 208 v.+ this can be done using two buck-boost trans. but article 450.4B has a FPN referring to article 210.9 &215.11 (permitted uses of autotransformers). My interruption of 210.9 means I need to install a neutral in the panel and use 3-transformers. Do you have any input on this? The panel is not intended for use as a 208/120v

redfury, I was in hopes someone with a better understanding of 210.9 would have answered by now. I've done the same install as you are speaking of and inspected the same and never even thought of a possible violation. When I read 210.9 I think more of transformers feeding a panel and don't think it apples to this situation as you are altering a single branch circuit, but that's just one inspector's opinion.
