bugs in the sub panel

I have A 32 circuit sub panel that will be installed in A shop, the problem is with the new code stating that the sub panel has to be a little bit larger, the 2ot wire will not reach the connection on the sub panel, would it be A problem to used 3# copper bugs, or do I have to just make the run from the meter in wich I would to get the elect Co to disconnect power to start a new run, from the meter panel, ow ye elect will have to shut down the power anyway, but if I can used the bugs in the sub panel to connect the 2 ot inside the panel it will save a lot of time, im sure that laws very from state to state.

Can you clarify this? I not aware of a code change regarging panel size.

Is this a service or feeder? you say subpanel but thats a trade term.
