Building Entrance ground

I had a state inspector stop by one of our job sites and mention to the foreman that there is a "new" requirement that a building be "grounded" near the building entrance. Is anyone familiar with any type of requirement?

Sounds more like an equipotential plane issue than a grounding issue. What type of building is it? Maybe a state requirement? What state?

It is in Ohio. The building is an operations building housing some test equipment and computers.
