Building grid as a return conductor between Y center tap return and MCCB ground bar

Seeking opinion (whether is appropiate) of someone who has run across similar issue:

Y secondary center tap of transformer secondary connected to ground rod and a tail conductor out of the building grid and ground bar of MCCB connected to another tail conductor out of the same building grid. all housed in substations adjacent to the building.

Looking to avoid the use of 4th conductor for ground direct connection between the center tap Y and the ground bar in the MCCB.

Do you have any line-neutral loads in this system?
