Building Penetration Sleeving Sealants

On a particular project, I need to core drill through a wall to enter an electrical room. We are then required to sleeve the openings with Sch 40 pipe. What is the best method for anchoring the sleeves that are drilled horizontally through a wall? Is there an epoxy especially made for the purpose? Is there a requirement that such anchoring compound be fire rated?

Is that sch40 iron or pvc?
What is the wall construction material? (masonry, concrete, gypsum, etc)
