A customer wants to combine two existing spaces into one and add a kitchen. Currently both spaces have separate main panels and individual meters. Is there a code condition that would require the owner to combine them into one or can they be used as is adding the new equipment to the two existing panels?

If a single service to the building, that is a good thing.

But per 230.72, the service disconnects must be grouped (in same location). So if the two main panels are not in the same location, it would seem you have to add a main, unless you can convince the AHJ that it is an existing condition, since it probably should have been that way anyway.

If this is a strip mall, and there is a service disconnect somewhere else - based on what we know, there is nothing to prevent the Owner from combining the two spaces (either physically, or from a lease standpoint) and using the existing panels and meters as they are. But we could use more explanation of what you mean by "combine two existing spaces".....
 
Ok. I think your previous comments answer the question but here is what I found. There are 4 individual spaces each with it's own power panel. Each power panel has it's own disconnect and they are grouped in the same location on the exterior wall. Since the disconnects are grouped, it doesnt sound like the panels need to be combined and additional equipment can be added to them as they are currently installed.

Does this involve a change in occupancy classification?
What was there before and what is proposed?
When you say "adding a kitchen" is that a building addition, or a remodel?
 
Based on your description, I would agree. You can use the existing panels as they are (subject to not overlooding them, blocking them with new construction, etc.; i.e. not creating a new violation with the renovation work you are doing).
