Building Steel GEC

Is it code compliant to take the building Steel GEC to a steel Purlin rather than a Column. Also can you jumper the water pipe GEC from water pipe to building steel rather than back to the service.

You may get various opinions. Most inspectors I know have required the bond to the column or framing member due to the heading of 250.52(A)(2) "Metal Frame"
Also can you jumper the water pipe GEC from water pipe to building steel rather than back to the service.
Once the steel meets the requirements to be a grounding electrode {250.52(A)(2)} you can connect a jumper from it to the water as you will be connecting electrodes.
