What is an adequate spacing between cables to avoid having to derate? Are romex stackers spaced far enough to avoid derating? What about SE cables? (Think of an apartment building) Being that we can't run feeders through units, we need to stay in corridors to run our feeders, what would be the minimum distance between cables to avoid the derating? Where can I reference in the code for these questions?

You will not find a specific distance mentioned in the NEC. The NEC just uses the term "Adaquate space" and does not tells us what that space is.
