bundling vs conduit fill

can anyone explain the difference between the exception to 310.14A2 (for 10' or less) and the derate for number of conductors in a conduit, that makes sense. A colleague believes the 1st allows for bundling multiple conductors if the length is 10' or less, while I'm referencing that if the nipple is over 24", you derate. we must be missing something

The 10'/10% rule allows you to ignore any derating of the conductors in that short portion of the circuit as long as it falls under the 10' and 10% parameters.

The exception applies to any circuit where you are required to adjust or correct the conductor ampacity. It does not matter if it is a bundle or in a raceway.
