Burial depth on pathway with issues

Have a dirt pathway on site between two ponds,
looking to run a duct bank under the dirt pathway. per nec i see that roadways indicate a minimum of 24" burial depth. is this a roadway?. is a pathway that sees vehicles/telehandlers need burial of cable to to be at 24 minimum depth? does concrete encasement reduce this burial depth any? code reference? The area of this pathway between two ponds could cause roadway stability issues during/after excavation as is why i have concern about this.

Dig an access trench on either side of the path / roadway to the desired depth ... take a rigid stick of conduit with a hose adapter and push it through.
