From Article 680:

680.11 Underground Wiring Location. Underground wiring shall be permitted where installed in rigid metal conduit, inter‐
mediate metal conduit, rigid polyvinyl chloride conduit, reinforced thermosetting resin conduit, or Type MC cable, suitable
for the conditions subject to that location. Underground wiring shall not be permitted under the pool unless this wiring is necessary to supply pool equipment permitted by this article. Minimum cover depths shall be as given in Table 300.5 .

Am I reading the table 300.5 correctly, for an above 120 v, 20 amp ground pool circuit, only 12 " to the top of conduit if gfci protected ?
Is it 120 volts or is it above 120 volts?
Is it residential application or not?
Finally, what kind of wiring method - that can make a difference on minimum depth in columns 2, 3 and 4.

Just guessing, above ground pool sound like a dwelling so likely 120 volts.

OK maybe OP is trying to say above ground pool, I saw and interpreted as "above 120 volts" and then a little confused as to what he was trying to describe.
