Is there a minimum depth requirement for a #4 Cu GEC run between 2 ground rods?

AHJ is saying 12” but didn’t give a code reference on the inspection report.

No minimum burial depth required. Ask for a code reference. Hint 300.5 does not apply.

I think there is a WAC rule in Washington that says if not protected in conduit then 12 inches of cover is sufficient

This was new in the 2017 code.

250.64(B)(4) In Contact with the Earth.
Grounding electrode conductors and grounding electrode bonding jumpers in contact with the earth shall not be required to comply with 300.5, but shall be buried or otherwise protected if subject to physical damage.
