Is there anything that covers conduit burial depth under a load bearing foundation or is this covered in table 300.05 ? I cant find anything else, I have engineers asking if PVC is ok at 4" below a 10" concrete slab that is a structural foundation. no vehicular traffic on the slab.

Nothing in the NEC regarding conduit below load bearing portions of a structure. The structural engineer should decide if the PVC is okay in that location.

I think you will find this to be a building code issue

3" and 4" plumbing drain pipes go under footers and foundations every day. You shouldn't have any problems.
