Buried Cable & Conduit In Exposed Ceiling

1. Outside Buried Cable in Rigid PVC Conduit ? How deep does this type of line need to be buried (when NOT under a sidewalk or driveway)? Most of the answers I am finding on the internet say 18 inches. Does it need to be this deep if the line is CGFI protected? Does it change depending on the Amps of the line? I have two outside lines. One running from a 20Amp circuit through my garden in rigid grey PVC, and another 60 Amp circuit running to a hot tub also CGFI protected. I need to find out if I need these buried deeper before I sell my house and have to go through the hassle of fixing things at that time.
2. 14-2 Gauge Wire - Is Romex 14 gauge wire ever appropriate in a home? Some jurisdictions do not allow 14 gauge wire, but it seems that this would be fine on a dedicated line running from a 15 Amp circuit.
3. Conduit In Unfinished Ceiling - Does a 12 or 14 gauge wire have to be in flexible metal conduit if it is in the exposed ceiling of an unfinished basement?

I am in Washington, DC, and I have no idea how to find out what the local rules are (both electricians I have talked to have given me totally different answers), and the DC government is a mess (I'm scared they will just come in to fine me and tell me my house is unsafe or something).
