Why when removing old fixtures with old wire is the neutral wire always in the poorest condition ? The insulation is always in worse condition on the neutral than the hot leg. Is there a reason for this?

Light colored (white) surfaces do not radiate heat as readily as dark colored ones.

I don't know that neutrals get hit harder, all things being equal. I know that being white, they would show the effects of heat more than a black wire under the same circumstances would.
