Bus duct behind transformer

Let me see if I can describe this so that you guys can understand. I have an existing building 18 stories tall that has bus duct feeding a transformer on each floor. The closet they are to be contained in has very little room. The designer depicted the bus duct with the duct plug mounted on the face of the duct not on the side of the duct (where they actually mount). We cannot achieve the proper clearance the way the room is configured. The bus duct is shown in the far right corner in the room. The transformer is located next to the bus duct to the left. The bus plug (disconnect) will tap out of the left side of the bus duct. I want to move the transformer just in front of the bus duct so that the edge of the bus plug and the edge of the transformer line up. Does this meet code? There will be 3 foot clearance in front of the disconnect to the wall and the transformer will have the same in front of it if the closet door is open. What do you think?

I think I can visualize your proposed installation. The thing you didn't mention is whether the space between the back wall and the transformer (i.e., the working space for the bus plug) will be at least 30" wide. If it is, I think you are OK. As to the working space for the transformer being available when the door is open, that in itself is fine. But I am of the opinion that a transformer does not require working space. All it needs is 6" of space on all sides, to promote heat dissipation.
