Bus duct plug in clearances

According to 368-12(C) from 2017 NEC It is permissable to have a plug in device with with externally operable cut off mounted out of reach from the floor as long as suitable means (ropes, chains or sticks)
are provided to operate the disconnecting means from the floor.
My question is: are the clearances found in 110-26 still required for the bus duct plug-in device even when the device is only accessible from a ladder?
Please explain why it is or why it is not.

i believe they are still required, for maintenance of the bus-plug (fuses, checking voltage, etc.).
