I wouldn't allow it without a UL report.

I would not be drilling holes in the bus without some kind of dispensation from the manufacturer.

Having said that, it is pretty common.

Some manufacturers make a kit that attaches to the bus so you can tap off it.

IMO the tapping of the bus should be an engineered solution, i.e. the means and method should be EE researched and specified.

Since you have three sets you will probably need a bus stab fabricated by the switchboard manufacturer. Who makes the switchboard?
