What Is The Clearance Required Between Two Plug-in Disconnect Switches On A Vertical Busbar ? Also What Is The Min.& Max. Mounting Height From The Floor ?
 
IMO at the least the first paragraph of 110.26 applies and some would say all of 110.26 applies.

Than there is 404.8(A) and it's exception 1.

By the way these are 2002 NEC references as that is what I have at this moment.
