Bushings

I,m confused as to the requirement of a bushing for SER cable where it enters a service panel.A table in the 2003 IRC(adapted by my state as alternative compliance)doesn't require it,while the NEC seems open to interpretation.:-?

There is no requirement for a cable clamp to have a bushing installed.

300.4(F) (2005) and 300.4(G) (2008) only require a insulated fitting to be installed for raceways containing #4 AWG and larger insulated circuit condutors where they enter a cabinet, box ect...

They make us use bushings on any connector 3/4" or larger no matter what wire size is going through it.
