I don't think you can do this, discos on top and bottom??? I think its needs rotated, 90 deg. I bet the instructions (110.3) say this. I don't think the operators will work in this orientation. bussway90.sm.jpeg
 
This is how many busducts were built some 50 years ago. I know of no manufacturer still building new busduct this way.

So you are saying this could be OK if this was one of the historic made bussducts? It could be some 50 years old, bought used and installed by welder, I am just now coming into this job. Looks like I have some research to do then.
 
I've seen one installation like that. Don't recall the manufacturer & install had some time on it. The switches could be operated by a
hot stick" thus meeting 404.8(A) Exception & 368.17
