I assume you mean that the wires from the first disconnect simply run through the enclosure for the second disconnect. I will also assume these wires are feeders or branch circuits.
I don't know of any code that would prohibit this as long as the second disconnect provides enough room for the conductors to pass through it. In other words, the wires should be clear of the mechanical switch in the second disconnect, and they should have the right bending space. See articles 312 and 314 of the NEC.
Although it may be allowed, I personally wouldn't want it done that way. If both sets of conductors go to the same junction box somewhere, someone could turn off one disconnect and think there isn't any power in the jbox when the other disconnect is still on. A label or something that says "Fed from two sources..." would make it a little better.
